IMO Issues New Training Requirement on Violence and Harassment Prevention

The new International Maritime Organization (IMO) Resolution MSC.560(108) introduces a change to seafarer training that affects all entry-level safety instruction effective on January 1st, 2026. The resolution amends the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) Code Table A-VI/1-4 to include training on preventing and responding to violence and harassment. This includes bullying, sexual harassment, and sexual assault. The goal is to strengthen crew readiness, promote reporting, and support safer shipboard environments.

The updated STCW table now requires students to learn how to recognize inappropriate behavior, respond to incidents, and support a respectful workplace. The change applies to all administrations and training providers offering the Personal Safety and Social Responsibilities course.

This update is the first time the STCW Code places mandatory training on violence and harassment within basic safety instruction. It reflects concerns raised across the maritime sector and aligns with other international efforts to improve seafarer welfare and retention.

How MPT Meets the Requirement

MPT’s Personal Safety & Social Responsibilities (PSSR) (MARTPT-359) course already includes this training. During the most recent course renewal, effective 1 November 2025, the Curriculum Development Department added a full module titled “Prevention of Violence, Harassment, and Abuse.” This module covers the knowledge required under the amended table and prepares students to apply these expectations in shipboard life.
