This course satisfies the STCW requirement for Leadership and Management Training at the Management Level for deck and engineering officers known in the MCA System as HELM (M) and in the USCG System as Leadership & Management (Management Level).

Course Description

This 5 day course satisfies the STCW as amended in 2010 requirement for  Leadership and Management Training at the Management Level for deck and engineering officers known in the MCA System as HELM (M) and in the USCG System as Leadership & Management (Management Level).

This course is currently approved by the MCA and the USCG and accepted by the Marshall Islands. Most administrations will accept the course but it is always recommended to check with your flag state first if it is not specifically listed above.

The course meets the latest mandatory requirements for approved training in the human element, leadership and management at the management level and the standards of competence to be achieved as well as the associated assessments/tasks.

This course is required for officers at the management level as follows:

Chief mate or master of 500 gross tonnage or more (II/2)

Second engineer officer or chief engineer officer (III/2)

MCA Small Vessel Chief Engineer and Yacht - Y2 candidates

It is also recommended by the PYA for department heads serving in a management level capacity such as Chief Stewards who desire a higher level of certifcation and leadership and management training.

It meets the MCA & USCG requirements relevant to the application of leadership and management skills as set out in Tables A-II/2 and  A-III/2 of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) incorporating the Manila amendments.

This training is a pre-requisite for a management level Certificate of Competency (CoC) issued by the MCA & USCG upon meeting the requirements of Regulation II/2 and III/2.

Any applicant who has successfully completed Leadership and Managerial Skills (MARTPT-751) course will satisfy:

  • The Leadership and Teamworking Skills standards of competence required by 46 CFR 11.309(c)(1) and 11.319(b)(1); STCW Code Section A-II/1 and Table A-II/1, as amended 2010, meeting the National Assessment Guidelines from NVICs 12-14(Ch-5) and 02-18(Ch-3) Tasks 18.1.A, 18.2.A, 18.3.A, 18.4.A and 18.5.A; AND
  • The Leadership and Teamworking Skills standards of competence required by 46 CFR 11.321(b)(1); STCW Code Section A-II/3 and Table A-II/3, as amended 2010; AND
  • The Leadership and Teamworking Skills standards of competence required by 46 CFR 11.329(c); STCW Code Section A-III/1 and Table A-III/1, as amended 2010, meeting the National Assessment Guidelines from NVIC 17-14(Ch-5) Tasks 16.1.A, 16.2.A, 16.3.A, and 16.4.A; AND
  •  The Leadership and Managerial Skills standards of competence required by 46 CFR 11.305(b)(1), 11.307(b)(1), 11.311(b)(1), 11.313(b)(1), and 11.315(b)(1); STCW Code Section A-II/2 and Table A-II/2, as amended 2010, meeting the National Assessment Guidelines from NVICs 10-14(Ch-4), 11-14(Ch-4), and 03-18(Ch-2) Tasks 18.1 and 18.2; AND
  • The Leadership and Managerial Skills standards of competence required by 46 CFR 11.317(b)(1); STCW Code Section A-II/3 and Table A-II/3, as amended 2010; AND
  • The Leadership and Managerial Skills standards of competence required by 46 CFR 11.325, 11.327, 11.331, and 11.333; STCW Code Section A-III/2 and Table A-III/2, as amended 2010, meeting the National Assessment Guidelines from NVICs 15-14(Ch-4) and 16-14(Ch-3) Tasks 7.1.D, 11.1.A, and 14.1.A.

Applicants who have successfully completed your course need not present completed “Task Control Sheets” for these assessments in application for STCW certification.

 

* Please note: If you are sitting for an original MCA Chief Mate Yacht CoC that includes the oral exam for the OOW level, you will be required to take both the operational and management level HELM courses (#416 & 616).

Course Syllabus:

Students will be able to control the operation of the ship and care for persons on board at the management level through the use leadership and managerial skills to ensure that:

  • The crew are allocated duties and informed of expected standards of work and behavior in a manner appropriate to the individuals concerned;
  • Training objectives and activities are based on assessment of current competence and capabilities and operational requirements;
  • Operations are planned and resources are allocated as needed in correct priority to perform the necessary tasks;
  • Communication is clearly and unambiguously given and received;
  • Effective leadership behaviours are demonstrated;
  • Necessary team member(s) share an accurate understanding of current and predicted vessel state and operational status and external environment;
  • Decisions are most effective for the situation;
  • Operations are demonstrated to be effective and in accordance with applicable rules.
