Tankerman Dangerous Liquids Person In Charge - Course # 170
(Also called a Cargo Course by USCG, do not confuse with Cargo handling course required for Mates and Masters.)
This 5 day course covers loading,discharging and carriage of dangerous liquids. This course will satisfy Tanker Familiarization, Tankerman Assistant, Tankerman Engineer, and Tankerman Person In Charge of Dangerous Liquids (DL). The endorsement on a Merchant Mariners Document will require meeting the sea time and appropriate product transfers as listed in 46 CFR and described in the qualification section of this manual. This course satisfies STCW A-V/1, paragraphs 1-21 for Dangerous Liquids including Petroleum and Chemical Transport. This course will also satisfy the Cargo Training requirement for the renewal of a Tankerman Endorsement.
Prerequisites for USCG Endorsement as Person In Charge:
(can be completed after class)
Completion of USCG Approved Fire fighting Course
Letter stating transfers you’ve participated in (number of, nature of & capacity)
Generally at least 10 transfers of which 5 loadings, 5 discharges with at least 2 commencements and completions of each 90 days of sea time on a tank vessel during the last 5 years
Note: If you do not have any tank vessel sea service you may complete this course and the basic fire fighting course and obtain the endorsement as TANKERMAN ASSISTANT. Then once you have gained the experience and the transfers, you can upgrade without further training or testing.
Any student who has successfully completed Tank Ship Dangerous Liquids (MARTPT – 501) course and if mariner applies for endorsement within five years of completion will satisfy:
- The course requirements of 46 CFR 13.201 (c)(4) for original issuance OR 13 .120(a)(2) for renewal of Tankerman-PIC (DL); AND
- The course requirements of 46 CFR 13.301(c)(4) for original issuance OR 13.120(c)(2) for renewal of Tankerman-PIC (Barge) (DL); AND
- The course requirements of 46 CFR 13.401(e)(l) for original issuance OR 13.120(b)(2) for renewal of Tankerman-Assistant (DL); AND
- The course requirements of 46 CFR 13.501{c)(4) for original issuance OR 13.120(d)(2) for renewal of Tankerman-Engineer (DL); AND
- Meets the standards of competence, required by46 CFR 13.609{a)(2), of Section AV/1, Table A-V/1-1-1 of the STCW Code for Basic Oil AND Chemical Tanker Cargo Operations; AND
- Provided the applicant also supplies a statement signed by the Master, Chief Engineer or Chief Mate of an Oil AND/OR Chemical Tanker, appropriate to the endorsement sought, that the mariner has demonstrated to the satisfaction of the signer that he or she is fully capable of supervising transfers of dangerous liquid cargo in accordance with the guidance found in Navigation Vessel Inspection Circular 22-14 (Encl 1, paragraphs 4 or 5):
- Meets the Standards of competence, required by 46 CFR 13.603(a)(2), {b)(2) or (c)(2) AND/OR 13.605(a)(2), {b)(2) or (c)(2), of Section A-V/1, table A-V/1-1-2 AND/OR A-V/1-1-3 of the STCW Code for Advanced Oil AND/OR Chemical Tanker Cargo Operations.
