What License Should I Get?
We recommend that you get the best license or combinations of licenses and documents you qualify for! Check out the sea time requirements and ask an MPT Admissions Representative for guidance. Please note that the information listed here, including sea time and training requirements is scheduled to change in the very near future. MPT recommends that you apply to the USCG for your license or document as soon as possible to avoid being in the new system and meeting the additional training and assessment requirements that will soon be necessary.

MMD's & Non-qualified Ratings
If you are working on a commercial U.S. Flagged vessel over 100grt. you are required to carry a Merchant Mariners Document (MMD. also called a Z-Card). There are several levels of ratings you can obtain on your Merchant Mariners Document. A merchant manners document will be endorsed with all of your unlicensed ratings. Unlicensed ratings can be qualified or non-qualified. The non-qualified ratings include food handler, wiper, ordinary seaman, and steward's department. Non-qualified ratings do not necessarily require any formal training or examination at the USCG. There are exceptions to this rule though, for instance if you will be standing a watch as a lookout or if your duties include designated safety or pollution prevention duties, you will be required to satisfy certain parts of STCW as amended. A rating forming part of a navigational watch, i.e. lookout, is considered a "Specially Trained Ordinary Seaman" (STOS). which requires training to satisfy STCW A-II/4. practical competency assessments, and Basic Safety Training. If you are an OS on the station bill with safety duties, you are required to complete BST.
Qualified Ratings
Qualified Ratings are unlicensed ratings that show that you are "qualified" for certain positions such as Able Seaman. Qualified Member of the Engine Department, Tankerman, Medical Person In Charge, etc. To obtain a qualified rating, you must complete several prerequisites including sea time experience, assessments, training and in some cases a written examination. The following information will outline the requirements for an endorsement as Able Seaman. For specific information on Tankerman. QMED. or Medical Person In Charge, please ask an MPT admissions representative.

Able Seaman |
| |
|
On inspected commercial vessels over 100 gross tons a specified percentage of the deck crew must hold Merchant Mariner's Documents endorsed as Able Seaman. An Able Seaman (AB) document is also necessary for you to upgrade your Master's License, obtain or Oceans Route on your license or be approved for an OICNW License. The level of Able Seaman you qualify for is determined by the amount of sea time you have, the size of the vessels, as well as the waters they were operated on. Our 6 day USCG Approved Program is approved to satisfy testing requirements for Able Seaman. Note: STCW Requirements, including but not limited to Practical Assessments. BST, PSC or Lifeboatman must be taken separately to the Able Seaman Course.

At least 360 days of boating experience including 90 within the past 3 years. If you have 180 days of offshore experience, you can also get Mate Near Coastal (200 miles) license, otherwise you will get an inland route. If 180 days of your sea time is over 100gt you will get 200gt. If 180 days is over 50gt but under 100, you will get a 150gt license, then you can upgrade without testing when you get bigger boat time.

Seatime for Upgrade to 2nd mate
360 days as third mate or 180 days as third mate plus 360 as AB while holding third mate. In the new system there is no exam to go from 3rd to 2nd mate. If you hold a 2nd mate issued under the old system, you would take the old system upgrade exam to go from 3rd to 2nd. The deadline to upgrade with the old system exam is February 2007.

*Under the new system there are no exams to upgrade from Chief Mate to Master. If you hold a Chief Mate issued under the old system, you would continue in the old system and take the old Master Upgrade Exam, the deadline to upgrade to Master under the old system is February 2007.

USCG Inland Licenses are completely exempt from the requirements of STCW. Some inland companies do require certain crewmembers to attend safety oriented courses that are part of STCW such as Basic Safety Training, Firefighting, or Advanced Medical Courses.
The USCG offers Inland Mate and Master Licenses at all levels from up to 100 ton to 200/ 500/ 1600 and Unlimited tonnage.

Inland |
| |
|
Inland licenses include the Inland waters of the United States. These waters, as well as the Great Lakes are completely exempt from STCW Requirements.
Licenses:
Same as old system for any tonnage license. NOTE: Individuals with inland licenses cannot convert to STCW Near Coastal or Oceans Licenses without completely changing to new system and meeting all sea time, new training and assessment requirements.

Domestic Near Coastal |

Voyages that are within 200 miles of the U.S. shore traveling from U.S. Port to U.S. port without entering a foreign port. (i.e. Miami to New York via the Ocean) Vessels up to 200gt are exempt from STCW regulations when operating exclusively on domestic near coastal voyages.
Licenses:
Same as old system for licenses up to 200grt. Licenses over 200grt require full STCW Compliance under new system.

Foreign Going - STCW Near Coastal |

Voyages that are within 200 miles of the U.S. shore traveling from U.S. Port to a Foreign port in a neighboring country with a bilateral agreement with the U.S. to accept a near coastal route.(i.e. Miami to the Bahamas or Mexico) STCW Compliance is required regardless of vessel size.
Licenses:
Same as old system for licenses up to 200grt with gap closing STCW requirements. Licenses over 200grt require full STCW Compliance under new system.

Foreign Going - STCW Oceans |

Voyages that exceed 200 miles off the U.S. shore traveling from U.S. Port to a Foreign port. (i.e. Miami to the Bermuda) STCW Compliance is required regardless of vessel size. An Oceans Endorsement is also required regardless of vessel size; however please note that under the new regulations (post February 1, 2002) only licenses of 500 tons and over are eligible for STCW, Foreign Going OCEANS Endorsements.
Licenses:
This level is only available to licenses over 200grt, and therefore requires full new system.

Gap Closing Compliance

Note: All existing licenses were required to be compliant with STCW 95 before the deadline, which was February 1, 2003. These were called Gap Closing requirements and were designed to enable existing mariners to gain compliance without having to meet the entire new system.
If you have not obtained your STCW Certificate from the USCG yet, most REC’s will continue to assist existing mariners in obtaining their compliance by requiring the following training. This is changing in the near future and certain USCG REC’s may already require additional courses or assessments to gain compliance.
